This is a Colonial 18th Century Pencil or "Lead Holder", or "Porte Crayon." It is a period proper Writing/ Drawing utinsil that goes back to 1719. This would be a perfect gift for a Re-enactor or Living Historian. Graphite goes back to England in the 1600's, and a self portrait of Rosalba Carreria in 1719 shows her holding a Porte Crayon.
Other materials that may be held in the Porte- Crayon is a piece of Wax, a piece of Charcoal/ Ash out of the Fireplace, soapstone, slate, or even an awl for scribing onto pottery.
